update boinc_6.3.23_windows_x86_64 from boinc_6.3.21_windows_x86_64
on 2008 server x64
boincmgr.exe use 25% of Q9550 and no GUI ((((
but if run boinc.exe all OK

I back to boinc_6.3.21_windows_x86_64

BUT on XP (SP3) x86 Work's Fine
