It looks like:
10.12.2025 16:33:17 | | Resuming computation
10.12.2025 16:33:27 | | Suspending computation - CPU is busy
10.12.2025 16:33:47 | | Resuming computation
10.12.2025 16:33:57 | | Suspending computation - CPU is busy
10.12.2025 16:34:38 | | Resuming computation
10.12.2025 16:34:48 | | Suspending computation - CPU is busy
10.12.2025 16:35:28 | | Resuming computation
10.12.2025 16:35:38 | | Suspending computation - CPU is busy
10.12.2025 16:35:58 | | Resuming computation
10.12.2025 16:36:08 | | Suspending computation - CPU is busy

This has been happening for a long time, across different client versions, and it does not depend on the project currently being processed. It also does not depend on whether the computer is idle or in use. Please help me understand what is causing this behavior.

The setting for this is:
Suspend when non-BOINC CPU usage is above --- %
This is set either on your project site's computing preferences or locally on you Boinc Manager -> Options -> Computing preferences. Either increase the percentage value (25% I think is the default) or if you put 0% then it allows Boinc computing always. There is a separate setting for when computer is in use or not in use.

With ridiculously low non BOINC CPU values to suspend (i consider 25% to be ridiculously low) , just clicking on links and loading web pages can cause computing to suspend on low clock speed/low core/thread systems as the CPU load spikes & falls away again.

And there is the problem.
For "When the computer is in use" either unselect "Suspend when non-BOINC CPU usage is above 25%", or set it to something more reasonable like 85%

It would also probably be worth using Task Manager (or better yet Process Explorer) to find out just what it is that keeps using so much CPU time.
