I've seen the same threads from years and years ago and it looks like BOINC just doesn't care.

The % CPU time and the % processors in the manager preferences are completely ignored. It always makes me just turn the program off because I'm not going to bother.

It will only ignore it when you tell it to, by running activity settings 'always'. When activity is set to 'run based on preferences' and preferences are set to only run at limits, Boinc will follow that.

Now, seeing how you gave no information on Boinc version, what you see, where, etc. I will assume you came here only to rant, not to actually try to get help.

What version Boinc? What OS? What project? What applications? what type of host? Does Boinc run the correct number of applications, But there is some load on different cores? That is an OS function, it schedules which core different threads of an application runs on,

Please supply some more info:

When requesting help on these forums.

When I set the % CPU Time setting to anything lower than 80% (in this case, 50%) , in Task Manager I can see my processor usage jumping between 44% and 60%. Is this normal? This jumping affects the temperature, which causes the fans to constantly change speed. I'm worried that this will damage the fans, so I'm using other software to monitor the heat and control the performance.

I'm using BOINC Version 7.2.42(x64) with wxWidgetsVersion 2.8.10. My computer is running Windows 8.1 on an i7-4770k Intel processor.

FYI, heat isn't a problem (yet), I'm just trying to get some insight.
