Is there a way to delay BOINC at logon, so that it does not compete with everything else, perhaps delaying 2 to 5 minutes, allowing faster logon via lower disk activity, etc...

Perhaps the <start_delay> parameter in a cc_config.xml file is what you are looking for (the file is not installed by default):

<start_delay>nseconds</start_delay>
Specify a number of seconds to delay running applications after client startup. New in 6.1.6
