hi
at first when i had this problem i went on google and the solutions given were to disable windows update but that didn't fix the problem. disabling IP Helper solved the problem and boinc is running perfectly now.
the thing is that svchost was fighting for CPU with BOINC and that's why the freezing.


how to apply the solution:
1.press CTRL+R
2.write: services.msc
3.right click on IP Helper and click properties
4.startup type: Disabled

if it doesn't work the only solution left is to disable windows update from services.msc
