I need to reboot my computer to install the latest OS patches I downloaded yesterday.

I also run uFluids which is early days, and does not checkpoint, interrupting it causes it to start over.

Overnight, I suspended other projects and set uFluids to no more work with the thought that I'll upload and report, reboot, then set everything running again.

This morning, I find the uFluids wu's finished but stuck "uploading" because the uFluids site is off the air.

I browsed the running tasks and cannot see an instance of evolver running, so I am guessing that evolver has finished, and that the BOINC core is responsible for the uploading and reporting. This being the case, it should now be safe to reboot the computer.

Is this correct?

Yes. As soon as you have rebooted and restarted BOINC, will it try to upload the file further. It won't get lost now it's done. Well, unless something catastrophic happens due to the updated Windows files, but then it's outside your fault/luck area. ;)
