Notification is done through the messages of the Boinc manager (it can easily be missed) and occur approximately a week after becoming the recommended version. I think it is set to notify manually by the developers. Nothing for you to do. You could subscribe to the 'BOINC 6.1 to 6.10 Versions Change Log' thread in the 'BOINC core client' board. Set your Boinc Community preferences to receive mail. You will receive mail for all log updates of versions being tested not just the recommended versions.
