What have you tried so far?
- Extend your desktop over all your videocards?
- Have a monitor attached to all videocards?
- If you don't have a second monitor, you tried a VGA dummy?

Are you using a cc_config.xml file with the <use_all_gpus> option?

You can read my CUDA FAQ (link in signature) for a whole lot more information on what you can try and do. And if that does not help, perhaps you could give us slightly more information about your setup, such as your OS, BOINC version, some messages on what you're exactly seeing, what you have tried in the mean time, which driver version(s) you tried, etc. etc.
