I'm changing to a new computer, and I'm wondering if I can move work units in progress, or do I have to abort everything and start over? I plan to re-download the most up-to-date version of BOINC, but could I also copy the "Projects" file and continue WUs already in my cache?

You'll have to copy the complete BOINC data folder (directory) to the new machine and the new operating system must be of the same brand (windows, *nix, mac) as the old one.

But then the new computer will "inherit" the ID of the old one. If you don't want that, you'll have to set all projects to "No New Tasks" and finish the work units on the old computer. Don't forget to report them.

The same problem was covered just today in this thread on the SETI forum.
