What on earth (!) am I doing wrong?

You did nothing wrong. We are all experiencing upload and download problems with SETI. I have 5 WU ready to go. 2 were finished on the 6th of Dec.

Anytime you have problems with one of the BOINC projects go to the project homepage.

To do that click on the "Projects" tab of BOINC manager, highlight the name of the project. On the left side of the manager there are now some active buttons. Under "Web sites" there is one that allows you to connect with the
home page of the project.
