Shortly after I updated my BOINC client to version 5.10.45, I noticed that clicking on the three "Help" menu options: "BOINC Help," "BOINC Manager Help," and "BOINC Website" all result in displaying the same URL: http://boinc.berkeley.edu/trac/wiki/ManagerAdvanced .
Is this by program design? Is there any way to change the target URL in the help menu option "BOINC Website" so that it links to "http://boinc.berkeley.edu/" instead? Thank you.

This is a bug that the developers put in there. There's already a bug ticket open on this.
