I always thought MS error reporting was calling home and not different sites

Doctor Watson is the Windows error reporting tool, which is contacting boinc.berkeley.edu.

This is normal?

Yes. It's getting extra debugging data from BOINC website to give a more accurate error report. It wouldn't be a good idea to put that data on BOINC installer, since it's quite big, and only useful on a crash (we shouldn't assume every single user would have it crash).
