aside from the problem of proxy server, every time I open BOINC manager the connection fails. Do you think this is also caused by congestion due to the mass migration, or do you think I may have problems on my own computer. My internet connection is clearly working with other sites.

Don't ask me, but if you are brave you could look at this page. Seriously, though, if you look in the messages tab there should be a message giving you a bit of information on what is going wrong. Copy and paste the relevant bit here and somebody will be able to make a suggestion.

Try the latest BOINC version 5.2.10:

# Changes since 5.2.9

* Win: Fixes a BOINC Manager connection issue when the manager is waiting on a firewall for the all clear. This generally happens after a reboot.

# Changes since 5.2.8

* Win: Fixes the 'connection failed' message when another program is using the BOINC communication port.

5.2.11 is out, with an additional fix to the "not connected to localhost" problem.
