Most possible reason is that BOINC is already running. Make sure you don't have two instances!

If you start boinc for the first time, you have to start the boincmgr (./run_manager in the BOINC directory).
This will force you to configure minimum one project. After you have done this (and stopped the boincmgr), you can start the boinc executable without a graphical interface...
