What AV programme are you running? It might have taken exception to that file and is killing it each time you re-install BOINC.

Unless you've installed another one, that would be it.

I'd suggest going in to it's Settings (Windows Security, Virus and Threat protection, Virus and Threat Protection Settings, and right down the bottom of that page is Exclusions, Add or remove exclusions.
Add an exclusion).
In there, add
C:\ Program files\BOINC
and
C:\ ProgramData\BOINC

a third party programme will have a similar option.

Once that's done, try installing BOINC again.
If it's still giving issues, re-boot the system, Use Windows Explorer and delete C:\ Program files\BOINC, then re-install BOINC.

At the very bottom of Windows Security is Protection History- select that and see if there is anything mentioned there in relation to BOINC.

This file is installed when BOINC is set to be installed with the 'Service Install' type.
BOINC maintainer.
For any insight, check my BOINC Development Blog.

FIXED:-

I didnt find any documentation pointing me to it, but I was just browsing the settings & found the FILE >> SELECT COMPUTER.

this was blank, so i googled that, & it told me to put 'localhost' etc.

Now all my tasks are appearing...
