Thread started with https://boinc.berkeley.edu/forum_thread.php?id=15411&postid=115085 noted a similar problem while contacting Rosetta@Home and CPUGrid. I created this second thread because that thread looks like it was locked with no solution.

Solution:
Try updating your BOINC projects after disabling the firewall on your PC/laptop. If BOINC connects to your projects with the firewall disabled, re-enable your firewall and update the projects again. If your issue mirrors mine, you should be golden. I'm providing the following lengthy information so that you can compare your issue context to mine.

Background:

  1. BOINC version 8.0.2 (x64)
  2. I had the same issue on two laptops, one running Windows 10 Pro and the other running Windows 11 Pro.
  3. Active projects: climateprediction.net, Einstein@Home, Rosetta@home, World Community Grid.
  4. I had the following error message on both BOINC Managers' Notices tab:

    Notice from BOINC
    BOINC can't access Internet - check network connection or proxy configuration.

  5. BOINC is NOT installed as a Windows service. I like seeing the screen saver for a few minutes before the monitors shut down.
  6. I do NOT use a proxy.
  7. I use Microsoft Defender with both Real-time protection and Controlled folder access activated.
  8. I use Windows Firewall and added both boinc.exe and boincmgr.exe to its safe list ages ago.
  9. I use CyberLock, a whitelist software, with CyberLock mode set to Always ON, Security Posture set to Aggressive, and Smart Firewall set to Aggressive.
  10. I use VPNs on both laptops, Kamo on the Windows 10 Pro and Proton on the Windows 11 Pro.
  11. Problem started about 5 Apr 2025 after I installed Microsoft's monthly Win10 and Win11 updates for April, which I believe included an schannel security patch. I'm guessing that since I installed them without disabling all my protection apps, the patch burped on each machine and corrupted Windows Firewall somehow. Interestingly, during troubleshooting I discovered that while Windows Update worked, Microsoft 365 Update did not. Cycling Microsoft Firewall fixed that issue as well.
  12. I began donating CPU cycles with SETI in '97/98.
  13. I've used the default BOINC Manager on and off during that time, most recently for the last 5 years since transitioning off GridRepublic.



What I did:


  1. I figured it was an application related issue because:

    1. I could browse the Web.
    2. I logged into my accounts on my various projects' websites successfully.
    3. I ran Windows Update daily.
    4. The Google Drive, Microsoft Onedrive, and SpiderOakONE clients on both laptops kept their local files synchronized successfully with the cloud.


  2. To troubleshoot my BOINC web connection, I set the following BOINC Diagnostic Log Flags: 
    file_xfer_debug, http_xfer_debug, http_debug, and proxy_debug

  3. I tried starting BOINC Manager and updating the projects with the VPNs, Microsoft Defender, and CyberLock all turned off with no success.
  4. After restarting BOINC without uploading completed tasks or downloading new, I noted an additional error message logged as BOINC tried to access each of my projects: 
    schannel: next InitializeSecurityContext failed: CRYPT_E_REVOCATION_OFFLINE (0x80092013).

  5. Finally, here are the BOINC Diagnostic Log entries from my Windows 11 laptop after restarting BOINC. By April 25, there was a big backlog of completed work units to upload and a need to download new work because all previously downloaded work was done. Note that per the following log entries, BOINC failed both uploading any completed work units and downloading any new work units:
