Hi, I have a few problems.
The symptoms are most clearly related to LHC@home
I have an account, but it won't let me post
It says:

To create a new thread in Number crunching you must have a certain level of average credit. This is to protect against abuse of the system.

I often have tasks with negative "Completion Before Deadline"
They are expected to be killed when the Deadline passes.
Running 8.0.2 with WxWidgets 3.2.5 on latest up-to-date Ubuntu LTS

Want to start out by mentioning because you are using the Science United Account Manager to manage your projects you will not be receiving credit under your own individual account at any of the project you're attached to. You also won't be able to post in most forum topics on the projects for the same reason.

If you want to receive credit in your own individual account on the projects, you will need to:
1) Detach the Science United Account Manager from your BOINC preferences and create your own account at each projects website using the same email address for all projects. You don't necessarily have to use use the same password unless you are going to use a different account manager to manage your projects and preferences.

2) Detach and reattach each individual project using the email address and password you used to create your account at each individual project. (Note: Doing this will cause all tasks in progress and any tasks not started to be cancelled/aborted.)

Now on to your original question... Several things could be causing missed deadlines:
1) Computer is not on and/or BOINC is not running enough hours in a 24 hour period to complete the tasks.
Solution: Pick tasks and or projects that will complete in the hours that BOINC is able to run.

2) Some of your preferences highlighted below in bold could also be causing the missed deadlines.
Reading preferences override file

2B) suspend if non-BOINC CPU load exceeds 40%.
Solution:
2A) Uncheck the mouse/keyboard preferences.
A lot of times the computer thinks the mouse is in use when it actually is just a simple bump or vibration the mouse is sensing.

2B) Suspend if non-BOINC CPU load exceeds 40%.
Unless you use your computer for very compute intensive tasks all the time such as gaming or video rendering I would put this back to 100% because you are already limiting BOINC TO USE ONLY 11 OF 22 (50%) TOTAL THREADS AVAILABLE TO THE COMPUTER.

Windows updates and antivirus scans can also use a lot of CPU time/load when running.

LHC can be quite bad at this behaviour - there is an ongoing discussion on the LHC forum about this - the "excuse" given is that it is to do with the way the tasks are assembled on your computer after about an hour of running.
