Do you use an antivirus or anti-malware program that are actively monitoring your computer?
If so, they can sometimes block BOINC and project tasks from running on the computer thinking it is a virus trying to do bad things...
It's suggested to EXCLUDE the BOINC DATA FOLDER from active monitoring to allow it to run if the antivirus program is interfering.

Copy and paste the first 30 to 50 lines of your message log when you first start up BOINC in a follow up post.

This will help us try to figure out what is preventing you from receiving and/or running tasks.

I've disabled windows defender, the only anti virus software I've got. And here is my event log:
