System:
Windows 10
i7-4790k (4th Gen Hyper-Threading CPU 2014)
BOINC 8.0.2
GeForce/nVidia RTX 2060 Mini OC 6G
M.2 2TB SSD

The local BOINC computing preferences are set to use 5/8 (62.50%) of the cores but the BOINC client still assigns all 8 logical cores - sometimes.

The reason I set 5 of 8 cores is so the OS background tasks can run unimpeded.

The individual project preferences are default - 100% of CPUs. The local BOINC client preferences (should) override these.

I have Two projects
Einstein@home   40% resource share
LHC@home        60% resource share (Windows VirtualBox tasks)

Each project has a variety of task types.
Einstein has CPU and GPU tasks that run natively on Windows.
LHC has only Linux native tasks and runs them on Windows within VirtualBox.

For example:
"O3 1.07" Einstein GPU tasks take 0.9 CPU core and 1 GPU, so it sneaks past the preferences for 5.9 CPU cores used total.  Not a problem.

"ATLAS Simulation 3.01" LHC tasks have all 5 available cores assigned to them, so no other CPU tasks should run.  But sometimes they do:-  5 LHC cores plus some Einstein CPU tasks and the GPU.  8 cores used total.

So without the overhead of free CPU cores for Windows background tasks, the tasks complete more slowly.

So to reiterate; it seems that sometimes the "Use at most x% of the CPUs" setting has no effect.

Have you tried, Options>Read local prefs file? I have no idea whether it will make a difference or not. The other thing that springs to mind is that as of a few iterations ago, the computing preferences has different sections for when computer is in use and when it is not in use. (I tend to make sure they are both set to the same.

Which all adds up to 8.9 CPUs.

Dave - I'm in line with those suggestions and still 8.9 CPUs.

Dave - I'm in line with those suggestions and still 8.9 CPUs.
I wasn't that hopeful I have had issues in the past with multi-threaded tasks but as I only run CPDN work except when there isn't any, I don't see the issue often.

Jord - I'm now running with "Activity -> Run based on preferences".

I didn't mention but I'm using a squid local http cache for the LHC project, set up as described in their tutorial.

Got another LHC task.
The BOINC manager registered it as running but there was no CPU activity. After 20 minutes it started to register as using one CPU. After 10 more minutes it had registered as using 5 CPUs.
This had no effect on the three Einstein tasks.

Can you please post the contents of your global_prefs.xml file and if it exists the global_prefs_override.xml file?
You can open these files in Notepad, you don't need an XML editor.

What if you go to the project website and set the max CPU percentage to be used here too to 62.5%?
They're now 100% from the website.

I'm wondering if your BOINC actually uses the local preferences.
Can you post the first 30 or so lines of the event log (CTRL+SHIFT+E)?

I restarted BOINC.
It started running an LHC 5xCPU task and an Einstein GPU task that uses 0.9 CPUs.
5.9 CPUs total.
I suspended all the GPU tasks and no other tasks started.
5.0
Result!

Thank you for that.
But I still cant use the local prefs to quickly make changes if I really want to...

Yes, but that's normal. The Einstein task runs on the GPU, all the CPU is used for is to translate the data of the task to something the GPU can handle, then transport that data to the GPU and back, so you'll see that this core isn't maxed out at 100%. There's not much we can do about that, that CPU use is always needed to help the GPU. Until there's an option to natively run tasks directly on the GPU (I wouldn't hold my breath, it ever comes to that).

The LHC tasks are multithreaded (seeing the mt in the name), so these use the maximum allowed CPU cores.
You should not see any other tasks running at such a time, and if you do, maybe they're strays. Always try to exit BOINC & see if nothing stays in memory - if there is something left behind, then these are strays, kill their run. Before restarting BOINC.

But I still cant use the local prefs to quickly make changes if I really want to...
You ought to be able to do that now.
Although changes to the GPU always requires a BOINC restart. Maybe a safe way is to do that for CPU changes as well.
