After installing BOINC Manager in my new HP computer and install BOINC Manager, the BOINC Manager just show "BOINC Manager is not able to start a BOINC client" once open, please give me advise to fix it.

In "Control Panel > System and Security > Windows Defender Firewall" Page, it just shows "This setting is managed by manufacturer's McAfee Personal Firewall" and I cannot change any setting within this page. (I didn't install McAfee in my computer and use Avira instead)

and my Windows firewall settings are greyed out.

What should I do ?

Version: 7.20.2 (x64)
wxWidgets Version: 3.1.7
Windows 11, version 22H2
Antivirus: Avira free version

In my old computer, I took part in World Community Grid and TN-Grid platform, but now I cannot operate BOINC Manager in my new computer.

Sounds as if your new computer had McAfee installed during it's build, either by intent by those that built it, or by accident while installing some other software. The first thing I would look at is the list of installed and active software and first disable then remove McAfee (which can be a grade one pain to do), and will probably have to be done as an administrator rather than ordinary user.

I had removed McAfee and then install BOINC manager, it can run some project like TN-GRID Platform and SiDock@Home, but every time I restart my computer still face the "BOINC Manager is not able to start a BOINC client" problem, I need to run the BOINC installation program (Repair) again to run BOINC Manager.

When I add World Community Grid / RNA World, no task is received and Event Log shows "Couldn't Create host record in database"; When I add GPUGRID, I received no task and "Not requesting tasks: don't need (CPU: ; NVIDIA GPU: )" appears in Event Log

I am a little confused. If the client isn't running, surely add projects option isn't available.

One thing to check. When in BOINC Manager, go to Options, Other options, and make sure "Run the client?" is checked.
You can try to uncheck it here, Save, then recheck it here and Save.

Also, is BOINC Manager (boincmgr.exe) running from the same directory as the BOINC client (boinc.exe)?
Can you post the first 30 or so lines of the Event Log after you started up the BOINC client?

Client isn't running, then run the installation program (7.20.2) again : choosing "Repair" not "Remove", then Boinc Manager can run again while my previous unfinished tasks still here.

But once I restart the computer, I have to run the installation program (7.20.2) again....

What should I do to fix the BOINC Manager, so that I can resume World Community Grid and GPUGRID ?

Can you start the client yourself by running boinc.exe? I know it is a pain but a lot less so than running the install program and selecting repair each time?

Tried, when I open boinc.exe directly, it just open a DOS interface and show me something like the usual event log, but it cannot run my tasks:

Sounds like a lockfile is being created making something think the client is running when it isn't.

And not having run Windows for over 20 years, I suspect I should now bow out of the conversation!

Failed upgrades might be part of the problem.

The computer sometimes reports it runs Windows Vista, sometimes Windows 11.

Today i try to install boinc on a linux computer. the same fail, but my boinc manager is a pre release and the german fail message say the pre release cant do it, please start the client by order. Also look at manager options - in one window you can chose a PC to managed - it must be "localhost"

To start the client from the command line use
 sudo systemctl start boinc-client

Worth adding yourself to the boinc user group is worth doing. I also gave myself read/write permission for the /var/lib/boinc-client folder as I fiddle with things more often than is good for me!
