I've got an issue for several days now, can't download any WCG project due to this error :

Nothing to do with your setup. WCG doesn't have close to the bandwidth to cope with the number of people dowloading and uploading work. I get the same on ARP tasks.

This is a known issue with WCG which is being worked on, see WCG recent threads for more.

Short term suggest select stuck transfers from BOINC transfers tab and click on retry.
May take a few goes to get all files down.

Medium term can use wcgresults -x option from:
https://sourceforge.net/projects/wcgtools/files/

You might be waiting a long time (weeks, months, possibly years?) for WCG to become 'stable' / back on its tracks based on the past years track record since Krembil ruined took ownership.

As regards downloading and uploading files, it seems pretty stable to me now, just very slow. Downloads are slower than my 100KB/s upload speed by quite a long way. Uploads seem to use all of my 100KB/s bandwidth. The problem is exacerbated by ARP, the only WCG project I run having an erratic supply of work. If there was a constant supply, one task at a time could download when one finished. Downloading 8 or more at once, it takes hours before the first task gets all its files downloaded.

I guess I could micromanage to just download one or two tasks at a time till my cores are populated.
