After many failures and making many edits to various files after following advice on different fora,

changing ProtectSystem=strict to ProtectSystem=full in the client.service file before compiling BOINC from source on Ubuntu has it working.

This change was added to the BOINC sources yesterday: https://github.com/BOINC/boinc/pull/4953

But it needs to be rolled out through the distributions and the package management systems before it's installed by default. That won't happen until the next BOINC release, which we expect to be v7.22.x

I looked at so many posts about how to work around it but none of those I found worked for me. Either that or I didn't understand the instructions in them.
