I keep getting that message in my BOINC bubble next to my computer's clock, and very little to no work at all has been done for the past month and a half. Does anyone know what this is and how to fix it?

Open up the Boinc Manager, activity menu, if 'network activity suspended' is ticked, then click on 'network always available'.

Similarly, if 'suspend' is ticked in the same area, then click on 'run always'.

Thank you. That's apparently all that was wrong. Now I feel stupid, but oh well, haha.

There was a bug in the 'snooze' option which caused the network to become suspended if the PC was rebooted while snoozed, it may have been this which started the problem.
