Sometimes, when boincmgr is started, it shows new Notices are available. However, viewing the notices shows that the old existing notices have just been duplicated, and that there aren't any new notices. Other times that boincmgr is started, this does not happen - it functions properly.

This problem seemed to clear up around September 2018 in Fedora 28, but it is happening again in Fedora 29. It happened 10 times from 2018-12-21 until 2019-01-19. I start and stop boincmgr several times each day.

As far as I know, it happens in all BOINC Managers on all platforms.
