BOINC is transitioning to use libcurl for HTTP operations. This will allow BOINC to use HTTPS (secure HTTP) for scheduler requests and file transfers.

I wonder if that is why they are having some buglets with the new application...

You only need libcurl if you are building the *new* core client. If you do need it for that purpose make sure you get version 7.14.0 or later. I just used 7.14.1 on Linux and it seems fine but I can't say about Windows. So if you are a builder then yes is the answer otherwise no.
