I have been trying to install BOINC version 7.12.1 on Windows 10. When this version of BOINC starts up, it tries to connect to localhost indefinitely, thus, none of the projects load and no work can be done. After reverting to version 7.10, everything returned to normal. This is the second time I have tried to upgrade to 7.12 and the problem has not gone away.

Do you by any chance have Windows Subsystem for Linux installed? Detecting WSL is a new feature in 7.12.
