Is it possible to override this so that more tasks can be downloaded?

Why would you want to do that? Isn't your computer overcommitted enough?

Having same problem for about 3 month now (just found out..) No - 'owvercommitted' prevents my from downloading work for one og my supported projects.

I support SETI@home and climateprediction - 50% each - but now my 2 pc's won't download new data for SETI because it is running 100% on climate... This will force me to abort climate if this error is not corrected...

Also - finished SETI jobs was not uploaded !

What is happening ?? Just upgrade BOINC from 5.2.13 to 5.4.9 - no change!

Same answer.
The climate models take 3 months on a fast computer running 24/7 with no other projects.
People who want to run a climate model just have to be more patient than those who only run short wu projects.

In addition to Les' answer, it isn't an error. BOINC is just trying to get the CPDN unit completely done before its deadline. But in the end it will pay it back. You now have BOINC 5.4.9, which will work better with the Work Scheduler. When the CPDN result is done, you'll notice your PC will only do Seti for a long time, while BOINC is paying the debt back to Seti!

Why not run CPDN 100% on one PC, and seti 100% on the other? No scheduling worries that way...

To answer the original question, yes it is possible (and quite easy).

Simply suspend CPDN from the projects tab and update Seti. This should get you some workunits. Then resume CPDN and see what happens...
